摘　　要：目的:挖掘突发公共卫生事件应急机制存在的问题,剖析其底层逻辑,探寻相应破解路径,为健全公共卫生应急体系提供参考。方法:对卫生应急领域与公共卫生领域的15位资深管理人员及专家学者进行半结构式深度访谈,收集其对突发公共卫生事件应急机制存在问题及破解路径等相关资料,运用扎根理论方法对原始资料进行逐级提炼、归纳与总结。结果:析出的主题为突发公共卫生应急机制问题,包括4个类属,分别为系统环境问题、阶段机制问题、主体协同问题和保障供应问题,并以此构建突发公共卫生事件应急机制全过程问题的逻辑框架。结论:未来发展中要坚持塑造良好的应急环境,全面统筹内外部卫生应急机制,强化法财物供应保障力度,深入加强多元主体协同程度,严细以疾控部门为核心职责设置,着重破除机制运行过程的障碍壁垒。Objective To explore the problems existing in the emergency response mechanism of public health emergencies, and provides reference for solving the corresponding problems and improving the public health emergency response system. Methods Relevant managers and scholars experienced in the field of public health were conducted with semi-structured interviews. The original data were refined, summarized and concluded step by step using the ground theory. Results After coding, a logical framework of emergency response mechanism for public health emergencies was finally constituted with 4 core categories of systemic environment problem, stage mechanism problem, main body synergy problem, and security supply problem. Conclusion In the future development, it is necessary to insist on developing a favorable emergency response environment, comprehensively integrate internal and external health emergency response mechanisms, reinforce the strength of legal, financial and material supply guarantee, strengthen the degree of synergy among multiple subjects, strictly detail the responsibilities of disease control department as the core, and focus on breaking down the obstacles in the process of the mechanism's operation.
