摘 要:发展“丝路电商”是新时期推进“一带一路”经贸合作的新渠道、新亮点。当前“丝路电商”国际合作业已取得显著成效,一是“丝路电商”合作朋友圈不断扩大,双边电子商务合作伙伴国已达30个,遍及全球五大洲;二是“丝路电商”跨境贸易规模高速增长,与“一带一路”共建国家跨境电商交易明显提速,线上交易市场范围进一步扩大,跨境电商产品出口远销至100多个“一带一路”共建国家,伙伴国大量优质特色产品通过跨境电商进口在华热销;三是合作领域聚焦产业和市场,涉及电子商务的规划对接、政策沟通、产业促进、能力建设等多层次多领域,由点及线到面,渐成体系;四是合作方式不断丰富高效,开展各类主题的电子商务促消费活动,组织举办电子商务培训和业务经验交流会;五是各地政府结合当地产业特色和经济社会发展需求参与“丝路电商”合作不断走深走实。但目前“丝路电商”国际合作主要还面临四个方面的挑战:第一,合作机制不健全,合作程度浅、缺乏约束力,双边跨境电商协作能力和水平有待提升,合作内容大多局限于跨境货物贸易领域;第二,各国跨境贸易监管和规则标准互认对接存在困难,在跨境交付、个人隐私保护、数据流动、消费者权益保护等领域的国际规则体系仍存在较大争议;第三,“一带一路”共建国家的“数字鸿沟”过大限制合作空间;第四,外部地缘政治博弈和美欧数字霸权“搅局”电子商务国际合作。这些严重制约了“一带一路”电子商务大市场建设。为进一步挖掘我国跨境电商的比较优势、高质量推进“一带一路”建设,提出深入推进“丝路电商”国际合作的对策建议:进一步完善电子商务国际合作机制,大力推进跨境贸易监管和规则标准互认,加快推动共建国家数字化转型,加强电子商务战略规划对接交流和科技创The development of"Silk Road"e-commerce initiative is a good channel and new highlight for promoting the Belt and Road economic and trade cooperation in the new era.At present,the international cooperation under the"Silk Road"initiative has already achieved remarkable progress:first,the circle of friends for"Silk Road"e-commerce cooperation has been expanded,with the number of bilateral e-commerce partner countries reaching 30,covering five continents of the world;second,the cross-border trade scale of"Silk Road"e-commerce has grown rapidly,cross-border e-commerce transactions with countries along the Belt and Road have significantly accelerated,the scale and market scope of online transactions have further expanded,cross-border e-commerce exports have been exported to more than 100 countries which are along the Belt and Road,and a large number of high-quality characteristics products of partner countries have been sold in China through cross-border e-commerce imports;third,the cooperation areas focus on industries and markets,involving e-commerce planning docking,policy communication,industry promotion,capacity building,and other multi-level and multi-field,and are gradually forming a system from point and line to surface;fourth,the cooperation mode has been gradually enriched and efficient,such as carrying out various themes of e-commerce promotion activities,and organizing e-commerce training and business experience exchange meetings;and fifth,local governments have participated in the international cooperation of"Silk Road"e-commerce in combination with local industrial characteristics and economic and social development needs,and this cooperation has been deepening and strengthening.However,the current situation of international cooperation in"Silk Road"e-commerce also mainly faces four challenges which seriously restricted the construction of the large market of the Belt and Road e-commerce:first,the cooperation mechanism is not sound,the cooperation degree is shallow,there is the lack of constraining force
