流域水环境治理中的农民参与激励机制优化路径研究——基于四湖流域375份农民样本的分析

摘　　要：四湖流域水环境保护与治理的过程中,农民参与激励机制不健全,农民参与动力缺乏,“虚置”参与现象严重。借鉴波特-劳勒综合激励模型中激励→努力→绩效→奖励→满足的良性循环精髓,聚焦农民在水环境治理中的主要内容和关键环节,从目标驱动、绩效评估、奖惩激励、监督反馈等方面系统完善激励机制,优化农民参与水环境治理的路径,为监管部门提供科学决策依据。The water environmental protection and governance in the Four Lakes Basin,namely,the Changhu Lake,Sanhu Lake,Bailu Lake,and Honghu Lake in the hinterlands of Jianghan Plain,is faced with several significant issues including inadequate incentives for farmers'participation,farmers'lack of motivation to participate,and superficial participation.Drawing from the core principles of Porter-Lawler's integrated incentive model,wherein incentive→effort→performance→reward→satisfaction constitutes a virtuous circle,this study focuses on the main contents and key aspects of farmers participation in water environment management.We systematically improve the incentive mechanism and optimize the path of farmers'participation in water environment management from four aspects:goal-driven,performance evaluation,reward and punishment incentives,and supervision and feedback.The study serves as a scientific basis for regulatory decision-making.
