摘　　要：以国家战略需求为导向的教育组织系统如何实现高效治理与高质量发展已经引起了国家和社会组织的高度重视。教育高质量发展作为事物的“发展”类型之一,必然要遵循一般的发展理论。国家战略是面对国内外复杂关系和错综局势时国家层面所采取的超前的、全面的、系统的治理模式与总体方略。为统筹和推进中国式现代化和社会主义现代化强国建设,迫切需要构建起一整套无缝衔接、结构合理的国家战略体系。基于总体国家安全与发展的视角,国家战略体系必定要特别关注科教兴国、人才强国和创新驱动发展三大子战略,因为教育、科技、人才是全面建设社会主义现代化国家的基础性、战略性支撑。中国式现代化发展的基础之基础是教育的高质量发展。确立并推进中国式现代化的国家战略体系及其各领域的子战略,统筹推进国际科技创新中心和世界重要人才中心,必定需要构建一个强大的高质量教育系统以确保智力上的强大支撑和各级各类人才的供给保障,同时这也正是基于国家战略需求导向的教育高质量发展的战略要义的集中体现。How to achieve efficient governance and high-quality development of the national strategic demand oriented education organization system has attracted great attention from the state and social organizations.As one of the"development"ideal types,the high-quality development of education must follow the general development theo-ry.National strategy is an advanced,comprehensive and systematic governance model and overall strategy adopted at the national level,which faces the complex relations and situations at home and abroad.In order to coordinate and pro-mote China's path to modernization and the construction of a modern socialist power,it is urgent to build a complete set of seamless and reasonable national strategic system.From the perspective of overall national security and develop-ment,the national strategic system must pay special attention to the three substrategies of invigorating China through science and education,strengthening the country through talents and innovation driven development,because educa-tion,science and technology and talents are the basic and strategic support of a modern country.The basis of the de-velopment of China's path to modernization is the high-quality development of education.To establish and promote the national strategic system of China's path to modernization and its substrategies in various fields,and to promote the international scientific and technological innovation center and the world's important talent center as a whole,it is necessary to build a strong high-quality education system to ensure the strong support of intelligence and the supply of all kinds of talents at all levels which is also a concentrated reflection of the strategic essence of high-quality educa-tion development based on national strategic.
