青年微公益组织志愿失灵及行为匡正

摘　　要：发展公益慈善事业是社会文明进步的重要标志,随着互联网、新媒体等技术的发展,微公益以其大众化、常态化、便捷化的特点已经成为公益领域和社会治理的新兴力量。受组织认同的“精神缺失”、组织制度的“职能缺位”、组织管理的“过程低效”、组织环境的“容量不足”等因素影响,青年微公益组织在实际运行中出现了组织决策的“专断与迷茫”、组织受众的“选择性偏好”、组织资源的“匮乏性供给”、组织运行的“非专业支持”等“志愿失灵”表现,应通过重塑组织架构、再造组织流程、增强组织支持、培育组织文化等路径匡正微公益志愿组织行为。The development of public welfare philanthropy is an important sign of the progress of so⁃cial civilization.With the development of Internet,new media and other technologies,micro public welfare has become a new force in the field of public welfare and social governance with its characteristics of popu⁃larity,normalization and convenience.Affected by such factors as the“lack of spirit”recognized by the or⁃ganization,the“lack of function”of the organization system,the“inefficiency of the process”of the organi⁃zation management,and the“lack of capacity”of the organization environment,the“arbitrary and con⁃fused”of the organization decision-making,the“selective preference”of the organization audience,the“deficient supply”of the organization resources,and the“non-professional support”of the organization op⁃eration,etc.We should correct the behavior of micro-public volunteer organizations by reshaping the orga⁃nizational structure,re-engineering the organizational process,strengthening organizational support and cultivating organizational culture.
