摘　　要：房屋安全既是城市安全运行的重要组成部分,也是人民“安居”的重要保障。为破解房屋安全管理难题,强化房屋全生命周期的安全保障,应加快研究完善房屋安全全生命周期管理制度,包括研究建立房屋养老金制度。本文聚焦房屋养老金制度“为什么建”“建什么”“如何建”,梳理地方有益探索实践,重点分析房屋养老金资金来源和如何实施管理等关键问题,提出由公共账户、个人账户、补充账户三个账户组成的房屋养老金制度设计框架,明确房屋养老金的主要资金来源、适用范围、统筹使用等内容,进而提出有序推进房屋养老金制度实施的政策建议。Housing safety is not only an important part of urban safety operation,but also an important guarantee for people to“live in peace”.In order to solve the problem of housing safety managing and strengthening the safety guarantee of the whole life cycle of housing,research and improve speedly of the whole life-cycle management system is necessary,which include the research and establishment of the housing pension system.This paper focuses on the key of“why”“what”and“how”to research on establishing a housing pension system;focuses on the key issues such as the source of housing pension funds and how to implement management;Combined with local exploration practice,puts forward the design framework of the housing pension system,which composed of public accounts,personal accounts and supplementary accounts.The main source of funds,scope of application and overall use of the housing pension are clarified.And then the policy suggestions are put forward to promote the implementation of the housing pension system in an orderly manner.
