摘　　要：为了推动地区教育事业的高质量发展,从教育规模、教职工人数和学生规模3个维度选取和构建教育发展综合评价指标和体系,采用熵权TOPSIS法对新疆14个地(州、市)2008—2018年面板数据进行教育发展水平综合评价与实证分析,并根据综合评价结果探讨新疆各地区教育发展水平的不均衡现象。结果表明:新疆各地(州、市)的教育发展水平存在显著差异,其中昌吉回族自治州的教育发展水平排名逐渐好转,喀什地区的排名一直靠前,而博尔塔拉蒙古自治州的排名情况相当不理想;在考虑教育援疆给新疆教育发展带来显著成效的同时,教育援疆政策的进一步实施应兼顾地区教育的均衡发展和教育资源的合理配置。To promote high-quality development of regional education,comprehensive evaluation indexes and a system of education development were selected and constructed from 3 dimensions of education scale,number of teaching staff,and student scale.Entropy weight TOPSIS method was used to conduct comprehensively evaluation and empirical analysis of education development level on panel data from 14 regions(prefectures,and cities)of Xinjiang from 2008 to 2018,and uneven phenomenon of the education development level in various regions of Xinjiang was explored according to results of the comprehensive evaluation.The results show that there are significant differences in the level of educational develop-ment among regions(prefectures,and cities)in Xinjiang,among which the ranking of educational development level in Changji Hui Autonomous Prefecture gradually improves,the ranking of Kashgar Region is always ahead,while the ranking of Bortala Mongolian Autonomous Prefecture is quite unsatisfied.Considering that education aid to Xinjiang has brought sig-nificant results to the education development in Xinjiang,further implementation of the policy of education aid to Xinjiang should take into account balanced development of regional education and rational allocation of educational resources.
