提升国家创新体系效能的机制与路径——基于“科学-技术-产业”协同视角

摘　　要：当今国际科技竞争本质上是创新体系的竞争。创新体系是“母”,科技产品是“子”。本文直面我国创新体系效能研究中存在的重“效”轻“能”问题,提出“创新体系效能”要“效”与“能”并重。“效”,是将创新体系看做“黑箱”,分析创新投入产出绩效;“能”,将创新体系看做“白箱”,考虑内部运作结构,“科学-技术-产业”各环节间的协同度、开放度、深度、广度、速度等。“效”与“能”结合,是基于结果导向和过程导向的全面评价,能满足深层管理决策需要。构建“科学-技术-产业”理论分析框架;提炼创新体系的结构特征及协同模式;兼顾“效”与“能”,从创新绩效、创新协同度、创新开放度、创新深度、创新广度、创新速度等方面剖析提升创新体系效能的机制,探讨体系结构、协同模式与产出绩效之间的关系,提出提升创新体系效能,要增强创新主体之间的“协同性”;促进增强创新的广度与深度;依据体系结构、协同模式与产出绩效之间的对应关系,探索不同产业情境下的最佳创新路径等。从而为学研机构、企业、政府等精准施策和科学决策提供理论指导。Today's international scientific and technological competition is essentially a competition in the innovation system.The inno-vation system is the"mother",and technological products are the"child",This article directly faces the problem of emphasizing"effi-ciency"over"capability"in the research of innovation system effectiveness in China,and proposes that"efficiency"and"capability"should be both emphasized in the"innovation system effectiveness"."Efficiency"refers to viewing the innovation system as a"black box"and analyzing innovation input output performance;"Capable"refers to the innovation system as a"white box",taking into ac-count the internal operational structure,as well as the degree of collaboration,openness,depth,breadth,and speed among the various links of"science technology market",The combination of"efficiency"and"ability"is a comprehensive evaluation based on results o-riented and process oriented,which can meet the needs of deep management decision-making.Constructing a theoretical analysis framework of"science technology market";Refining the structural characteristics and collaborative models of innovation systems;Con-sidering both"efficiency"and"capability",analyze the mechanisms for improving the effectiveness of the innovation system from as-pects such as innovation performance,innovation synergy,innovation openness,innovation depth,innovation breadth,and innovation speed,explore the relationship between system structure,collaboration mode,and output performance,and propose that enhancing the effectiveness of the innovation system requires enhancing the"synergy"between innovation entities;Promote and enhance the breadth and depth of innovation;Explore the best innovation path in different industrial contexts based on the corresponding relationship be tween system architecture,collaborative models,and output performance.Guide innovation participants such as governments,indus-tries,enterprises,and research institutions to accurately implement policies and make scientific decisions.
