摘　　要：对英国公共图书馆发展前身(早期先例)、英国公共图书馆运动史及1850年英国图书馆法进展,以及由此产生的20世纪公共图书馆系统和21世纪信息社会视角下的英国公共图书馆发展等内容进行阐述,简要回顾英国公共图书馆的发展历程。认为英国公共图书馆发展特点在于公共图书馆使命发展与社会发展紧密相连、相关政策文本的推动作用、法律支持和图书馆协会的规范管理,以期为我国新时期公共图书馆服务体系的高质量发展提供参考。The article mainly elaborates the predecessor of British public libraries development(early precedents),the history of British public library movement,and the progress of British Library Law in 1850,as well as the resulting 20th century public library system and the development of British public libraries from the perspective of the 21st century information society.The article systematically reviews the development process of British public libraries.The article believes that the development characteristics of public libraries in the UK are closely linked to social development,the driving role of relevant policy texts,legal support,and the standardized management of the Library Association(LA),in order to provide reference for the high-quality development of China’s public library service system in the new era.
