摘 要:资源导向下,社会组织因生存需求而迎合政府购买的选择性进行组织再造,客观上呈现出在“资源导向”与“使命导向”之间摇摆。现有研究注意到了这一倾向下政社关系的分化,但对社会组织能动性所产生的动态变化关注较少。本研究基于对案例组织的过程追踪,描绘了社会组织如何通过组织学习来应对制度环境的变化,从对政府购买选择性的迎合转为诉诸专业化路径的演进过程。这一过程中,社会组织的使命构成了组织学习的后置反馈和前置指导,社会组织能够通过广泛试错来获取发展空间,而试错经验经过组织使命的反思和内化后,迭代出发展专业化路径的新认知。在此基础上,社会组织基于核心使命对外开展获得性学习,逐步构建组织能力,最终实现专业化路径的可持续发展。研究表示,相较于“资源导向”下的目标偏离和工具化,基于使命的专业化路径,更有利于构建社会组织的核心竞争力,有效改善其行动结果,同时回应了组织使命,实现资源和目标的相互匹配。Driven by resource orientation,social organizations have oscillated between resource and mission as a result of organizational reengineering to meet the government’s selective purchasing preference.Previous research has identified this tendency’s polarization of government-society relations,but it hasn’t focused as much on the dynamic shifts resulting from social organization initiative.By tracing the process of the case organization,this study illustrates the evolutionary process of how social organizations responded to changes in the institutional environment through organizational learning by following the paths from selective pandering to pursuing specialization.In this process,the mission of the social organization constitutes the post-feedback and pre-guidance of organizational learning.Through extensive trial-and-error,the social organization is able to acquire space for development.Following introspection and internalization of the organization’s mission,those experience iterates a new perception of the path to professionalization.The social organization uses this foundation to carry out external acquisitive learning based on its core mission,progressively enhancing its organizational capacity,and ultimately realizing the sustainable development of the professionalization path.According to the study,comparing to the goal deviation and instrumentalization under resource orientation,the mission-based professionalization path is more advantageous for enhancing social organizations’core competitiveness,improving the outcomes of their actions,and fulfilling the organization’s mission,achieving the mutual matching of resources and goals.
