摘　　要：目的:分析2016-2021年我国中医药财政拨款的资金配置的公平性及空间相关性,为制定相应政策提供参考意见。方法:基于2016-2021年国家中医医疗机构卫生健康财政拨款中的中医药财政拨款数据,采用泰尔指数和空间计量中的全局莫兰指数和局部莫兰指数进行计算,其中空间权重矩阵采用相邻和省际距离两种方法。结果:2016-2021年我国中医药财政拨款稳步增长,发展5年来平均增速15%。2016-2021年我国中医药财政拨款按人口配置的总泰尔指数有所下降,从0.1699下降到0.0824。全局莫兰指数为0,部分省份局部莫兰指数不为0。结论:经济发达与欠发达省份我国中医药财政拨款的资金配置差别悬殊,但差距渐缩小,资源配置公平性越来越好,我国中医药财政拨款的资金配置总体上不存在空间相关性,部分省份存在空间上的聚集性。Objective:To analyze the fairness and spatial autocorrelation of traditional Chinese medicine financial allocation in the health and health financial allocation of 31 provinces and cities in China from 2016 to 2021,and provide reference opinions for formulating corresponding policies.Methods:Based on the financial allocation data of traditional Chinese medicine from 2016 to 2021 in the national healthcare financial allocation of traditional Chinese medicine institutions,the Thiel index and the global and local Moran indices in spatial econometrics were used for calculation.The spatial weight matrix was calculated using two methods:adjacent and inter provincial distance.Results:From 2016 to 2021,China's financial allocation for traditional Chinese medicine steadily increased,with an average growth rate of 15%over the past five years.From 2016 to 2021,the total Theil index of the national financial allocation for traditional Chinese medicine according to population allocation decreased,from 0.1699 to 0.0824.The global Moran index was 0,and the local Moran index in some provinces was not 0.Conclusion:There is a significant difference in the financial allocation of traditional Chinese medicine between economically developed and underdeveloped provinces,but the gap is gradually narrowing,and the fairness of resource allocation is improving.Overall,there is no spatial correlation in the national financial allocation of traditional Chinese medicine,and some provinces have spatial clustering.
