摘　　要：全国检察长会议强调加强检察侦查工作,但现行理论对检察侦查多是从检察本位论的角度展开探讨,忽视了侦查权的性质、侦查程序自身的价值及侦查权配置原理对检察侦查权的决定作用。检察机关侦查业务面临着案多人少、侦查能力、技术装备不足等困境。应从侦查措施执行权、侦查决定权、组建侦查权相对独立的专职部门等层面完善司法警察独立侦查权,呼应侦诉适当分离的需求,助力检察侦查工作高质量发展。The National Conference of Chief Procurators emphasizes the strengthening of procuratorial investigation,but the current theory mainly discusses the procuratorial investigation from the perspective of procuratorial departmentalism,ignoring the nature of the investigation power,the value of the investigation procedure itself and the decisive role of the allocation principle of the investigation power to the procuratorial investigation power.The investigation business of procuratorial organs is faced with such difficulties as few cases,insufficient investigation capability and insufficient technical equipment.We should improve the independent investigation power of judicial police from the perspectives of the execution power of investigation measures,the decision-making power of investigation,and the establishment of a specialized department with relatively independent investigation power,in response to the need for appropriate separation of investigation and prosecution,and to assist in the high-quality development of procuratorial and investigative work.
