摘　　要：张忠培先生由自发到自觉地提出了“文物的有效保护”的理念,成为文物保护工作的基本准则。他根据考古学自身特征及其与文物保护的关系,由学理入法理,开创性地提出“将考古工作纳入到文物保护体制中”,从而实现法制保障下的考古学可持续发展与文物保护的良性循环。面对经济建设的挑战和文物事业提高全民素质、增进民族凝聚力的根本追求,他提出应在文物有效保护的前提下开展对文物的有效利用,从理论到实践均确立了有效路径。Prof.Zhang Zhongpei developed the concept of"effective protection of cultural relics"from an initial spontaneous understanding to a deliberate principle,which has become a fundamental guideline in the field of cultural relics protection.Considering the unique characteristics of archaeology and its relation-ship with cultural heritage protection,he innovatively proposed integrating archaeological work into the cultural heritage protection system.By aligning academic principles with legal frameworks,he aimed to create a sustain-able and legally supported cycle for the development of archaeology and the protection of cultural heritage.In addressing the challenges posed by economic development and in the pursuit of improving public awareness and enhancing national cohesion through cultural heritage,Prof.Zhang emphasized that the effective utiliza-tion of cultural relics should be conducted under the premise of their effective protection.
