“一带一路”倡议下高校智库建设的演进历程、现实阻滞与行动路径

摘　　要：高校智库是中国智库体系的中流砥柱。“一带一路”倡议对高校智库建设提出了全新要求。围绕“一带一路”倡议,高校智库建设在专题智库建设、协作机制构建、成果孕育、知名度与影响力提升方面取得长足进展,同时亦存在“一带一路”相关问题的研究主体与研究领域分散、保障性投入不足、跨部门常态合作机制不畅、智库成果质量与影响力有限等问题。为此,应通过愿景协同、主体协同、任务协同、资源协同等四个路径深入推动高校智库建设,让其更好地服务“一带一路”倡议的需要。University think tank,an essential part of China’s think tank system,is required to meet the new era’s demand under the Belt and Road Initiative.Despite the encouraging progress in the university think tank construction of thematic tanks,collaboration mechanism,outcomes breeding,and reputation and influence boost,such problems exist as the fragmentation of research bodies and fields on the Belt and Road-related issues,insufficient guaranty inputs,ineffective cross-sectoral regular cooperation mechanisms,limited quality and influence of think-tank outcomes,etc.This paper therefore considered the pathways of vision synergy,subject synergy,mission synergy,and resource synergy to address the problems involved,thus advancing university think tanks to better serve the needs of the Belt and Road Initiative.
