摘  要:“双高计划”对专业群建设进行了项目化的整体设计,树立了专业群建设的国家“范本”。在项目制治理模式下,国家一方面通过合法性机制确保专业群建设的规范性,另一方面通过让渡一定的建设自主权彰显专业群的异质性。“双高”语境下专业群的同质化引发了诸多困境:项目资金的分类配置与专业群建设的低质量内卷;国家规划、地方需要与专业群建设实际协调不够;专业群建设成果水土不服,实践创新动力不足等。为此,需要创新运行机制,彰显政策执行的差异化;整合内外资源,促进建设模式的特色化;重塑教学团队,推进教师队伍的结构化。The“double-high plan”has carried out a project-oriented overall design for specialty cluster construction,and has established a national“model”for specialty clusters construction.Under the project based governance model,the state ensures the standardization of specialty cluster construction through the legitimacy mechanism,and on the other hand,by decentralizing certain construction autonomy to highlight the heterogeneity of specialty clusters.The homogeneity of specialty clusters in the“Double-high Plan”context caused many problems,such as the low-quality internal competition of the classification and configuration of project funds and specialty cluster construction,the discordance of national planning,local needs,and specialty cluster construction practice,the incompatible achievements of specialty cluster construction to local conditions,and lack of motivation for practical innovation etc.Therefore,it is necessary to innovate the operation mechanism and highlight the differentiation of policy implementation,integrate internal and external resources to promote the characteristics of the construction model,and reshape the teaching team and promote the structuralization of the teaching staff.
