摘　　要：随着我国数字政府建设的全面推进,改革过程中的制度性风险不断增多,亟需加强制度创新以应对现实挑战。作为制度变革的重要内容,数字政府建设管理机制的有效供给是又好又快推进政府数字化转型的重要保障。通过对我国数字政府建设管理实践的持续跟踪,应用扎根理论建构数字政府建设管理机制的模型框架。研究发现,统筹治理机制、动态控制机制和资源供给机制是数字政府建设管理的核心要素,形成一个相互依赖、相互支撑的系统关系,为政府数字化转型的均衡性、效率性和持续性提供了坚实保障,共同推动数字政府高质量发展。当前改革存在着统筹治理不均衡、动态控制低效率和资源供给难持续等多重制度性问题,阻碍了数字政府建设管理机制的作用发挥。新时期提高数字政府建设管理质效,应健全统筹治理机制,增强数字政府建设管理的均衡性;优化动态控制机制,提升数字政府建设管理的效率性;强化资源供给机制,确保数字政府建设管理的持续性。With the comprehensive promotion of China's digital government construction,the institutional risks in the reform process are increasing,and it is urgent to strengthen institutional innovation to address these challenges.As a key part of institutional reform,the effective supply of digital government construction and management mechanisms is an important guarantee for promoting efficient and rapid government digital transformation.This paper continuously tracks the practice of digital government in China,and applies grounded theory to develop a model framework for its construction and management mechanisms.This study identifies the overall governance,dynamic control,and resource supply mechanism as core elements of digital government construction and management,and forms an interdependent and mutually supportive systematic relationship.This ensures balance,efficiency,and sustainability in government digital transformation,promoting the high-quality development of digital government.Current reforms face multiple institutional challenges,such as unbalanced overall governance,low efficiency of dynamic control,and challenges in sustainable resource supply,which hinder the effectiveness of these mechanisms.In the new era,in order to improve the quality and efficiency of digital government construction and management,it is necessary to improve the overall governance mechanism to enhance the balance of digital government construction and management,optimize the dynamic control mechanism to improve the efficiency of digital government construction and management,and strengthen the resource supply mechanism to ensure the sustainability of digital government construction and management.
