摘　　要：为维护韩国半导体产业的国际竞争力,走出产业人力短缺的困境,尹锡悦政府于2022年发布《半导体相关人才培养方案》,并在此框架下出台了一系列新举措。大体上,半导体人才培养战略主要由“推进人才培养体系改革”和“着力培养各类型半导体专业人才”两大要点构成。一方面,韩国强化对半导体人才培养相关机构的支持,放宽大学师生增员条件限制,并改编职业高中课程和减少校企合作限制。另一方面,韩国通过产学研深度融合与构建基础设施网络推进高级专门人才的培养,借助学科内知识融合和交叉学科培育融合型人才,以及基于职业院校、产业技术大学和一系列长短期项目培养在校和在职实务技术人才。总体而言,尹锡悦政府半导体人才培养战略具有目标上着眼于国家战略与产业需求、主体上汇聚各界力量,以及地域上强调释放非首都圈地区潜力的战略特色。To maintain the international competitiveness of South Korea’s semiconductor industry and address the shortage of skilled workforce,the Yoon Suk Yeol government announced the Semiconductor Talent Development Plan on 2022,and introduced a series of new initiatives under this framework.Broadly,the semiconductor talent cultivation strategy consists of two main points:“advancing the reform of the talent cultivation system”and“focusing on cultivating various types of semiconductor professionals.”For the former,South Korea is strengthening the support for institutions related to semiconductor talent cultivation,relaxing restrictions on increasing faculty and students in universities,revising vocational high school curricula,and reducing limitations on school-enterprise cooperation.For the latter,South Korea is promoting the cultivation of high-level specialized talents through in-depth integration of industry,academia,and research,the construction of infrastructure networks,fostering integrated talents through the fusion of intra-disciplinary knowledge and interdisciplinary education,and training on-campus and on-the-job practical technical talents through vocational colleges,industrial technology universities,and a series of long-term and short-term programs.Overall,the Yoon Suk Yeol government’s semiconductor talent development strategy is characterized by a focus on national strategies and industrial needs,gathering forces from all sectors,and emphasizing the potential of non-capital regions.
