政府数据开放能提升民营企业绩效吗——基于多时点双重差分法的验证

摘　　要：在中国经济转型与创新发展的时代背景下,政府数据开放能否赋能民营企业绩效提升,从而促进民营经济高质量发展有待深入探究。文章基于2009—2021年民营上市公司面板数据,利用地级市政府开通政府数据平台这一准自然实验,检验政府数据开放对民营企业绩效提升的促进作用。研究结果表明:政府数据开放能够显著提升民营企业绩效;机制分析结果显示,该作用通过优化区域营商环境、提升企业经营能力的机制实现;拓展分析结果显示,民营企业绩效会随着政府数据开放水平及其细分维度下的制度保障水平、数据质量水平、成果转化水平的提升而提升,对民营企业绩效提升的促进作用在竞争型行业企业与大规模企业中更加明显。基于此,要坚持有序推进政府数据开放工作,利用数据资源变革政府结构与监管模式,引导企业将数据要素融入生产体系当中,并给予管制型行业与中小规模民营企业资源倾斜,着力解决民营经济发展不均衡不充分的问题,从政策供给端支持民营企业发展,为实现民营经济高质量发展提供有力支撑。In the context of China’s economic transformation and innovative development,whether government data openness can empower private enterprises to improve their performance and promote the high-quality development of private economy needs to be explored.Based on the panel data of private listed companies from 2009-2021,the article utilizes the quasi-natural experiment of opening government data platform by prefecture-level city governments to test the role of open government data in promoting the performance of private enterprises.The results of the study show that the opening of government data can significantly improve the performance of private enterprises.The results of the mechanism analysis show that the effect is realized through the channels of optimizing the regional business environment and improving the business capacity of enterprises.The results of the extended analysis show that the performance of private enterprises will be improved with the increase of level of government data openness and its dimensions,such as the level of institutional guarantee,the level of data quality,and the level of transformation of the results;And the effect on the performance of private enterprises will be improved with the level of government data openness.The promotion effect on the performance of private enterprises is more obvious in enterprises in competitive industries and large-scale enterprises.Accordingly,it is necessary to adhere to the orderly promotion of government data openness,use data resources to change the government structure and supervision mode,and guide enterprises to integrate data elements into the production system.It is also needed to give resources to regulated industries and small and medium-sized private enterprises,make efforts to solve the problem of uneven and insufficient development of the private economy,and support the development of private enterprises from the supply side of the policy,so as to provide powerful support for the realization of the high-quality development of the priva
