摘　　要：当前,欧盟碳边境调节机制已经立法生效并进入过渡期,该机制涉及气候变化、国际贸易规则、地缘政治等多项全球性重大议题。中欧双边贸易和直接投资是我国参与国际大循环的重要组成部分。寻找欧盟CBAM与我国“双循环”战略结合点,加强中欧双方政治经济合作,对我国实现“3060”双碳目标、推进经济社会全面绿色转型意义重大。文章重点分析了欧盟CBAM的立法内容、最新动向和实施的影响因素,结合贸易和气候管理新时代的形势和要求,探讨欧盟CBAM对我国外资外贸带来的机遇和挑战及其深层次原因。研究发现短期内欧盟CBAM对我国外资外贸的规模和布局不会产生显著冲击,中长期该机制的外溢效应将会导致我国国内市场竞争加剧、相关产业链供应链逆向投资的风险加大。因此,我国应理顺碳市场建设与产业绿色转型、中欧对话和多边合作的推进思路,以期推动构建新发展格局,服务对外经济的高质量发展。The current EU Carbon Border Adjustment Mechanism(CBAM),which has been legislated and entered a transitional period,encompasses major global issues such as climate change,international trade rules,and geopolitics.China-EU bilateral trade and direct investment are critical components of China's international economic cycle.Identifying the strategic intersection between the EU CBAM and Chinas“dual circulation”strategy is significant for enhancing political and economic cooperation between China and Europe,achieving the“3060”dualcarbon targets,and advancing comprehensive green economic and social transformation in China.This paper primarily analyzes the legislative content,latest developments,and influencing factors of the EU CBAM.It explores the potential opportunities and challenges that the EU CBAM might pose to China's foreign trade and investment,against the backdrop of the new era of trade and climate governance,and investigates the underlying reasons.The analysisshows that,in the short term,the EU CBAM is not expected to significantly impact the scale and layout of China's foreign trade and investment.However,in the medium to long term,its spillover will effects may lead to heightened domestic market competition and increased risks related to reverse investments in relevant supply chains and industries.Therefore,China should aligning the development of the carbon market with industrial green transformation,promoting Sino-European dialogue and multilateral cooperation,to facilitate the construction of a new development pattern and support the high-quality development of China's foreign economy.
