摘 要:新质生产力是以科技创新为核心要素,以劳动者、劳动资料、劳动对象及其优化组合的质变为基本内涵,以全要素生产率大幅提升为核心标志。新质生产力是现代粮食产业发展的新动能,引领着粮食科技创新与粮食企业高质量发展的方向,也是推动粮食质量安全治理能力建设的内在要求和重要着力点。本文从培育和发展新质生产力的内涵理解,科创组织模式和能力建设,提出强化新质生产力的核心要素——数字治理和技能提升行动,以深度融合各创新主体,形成粮食质量管控关键核心技术攻关的强大合力,并为加快形成新质生产力提供体制机制保障,持续厚植新质生产力发展的强劲动能,推动实现新质生产力赋能粮食质量安全保障体系的高质量发展。New quality productivity is based on technological innovation as the core element,with the basic connotation of qualitative changes in workers,labor materials,labor objects and their optimized combinations,and the core symbol of a significant increase in total factor productivity.New quality productivity is a new driving force for the development of modern grain industry,leading the direction of grain technology innovation and high-quality development of grain enterprises.It is also an inherent requirement and important focus for promoting the construction of grain quality and safety governance capacity.This article understands the connotation of cultivating and developing new quality productive forces,scientific and technological innovation organizational models and capacity building,and proposes the core elements of strengthening new quality productive forces-digital governance and skill enhancement actions.By deeply integrating various innovative entities,a strong joint force is formed to tackle key core technologies in food quality control.It also provides institutional and mechanism guarantees for accelerating the formation of new quality productive forces,continuously cultivating strong momentum for the development of new quality productive forces,and promoting the high-quality development of the food quality and safety guarantee system empowered by new quality productive forces.
