摘 要:为精准评估粤港澳大湾区人才高地建设的现状及其新质生产力发展的趋势,以高被引科学家群体特征计量与政策分析为视角,运用文献计量方法等,对粤港澳大湾区入选全球高被引科学家榜单的人员分布、人才流动、优势学科及政策供给等情况给予分析。结果表明,粤港澳大湾区人才高地建设存在高水平创新人才分布不平衡、流动不顺畅,部分关键领域的核心科技创新人才不足,复合型高层次人才短缺,支撑政策衔接系统性不够等问题。据此,提出探索大湾区内高水平人才柔性流动机制、建立“科教产才”融合的人才支撑体系、构筑高水平全周期梯队式人才队伍、完善以服务为导向的人才保障体系等对策建议。To precisely assess the status of the talent hub development in the Guangdong-Hong Kong-Macao Greater Bay Area and the trends in the region's new-quality productivity evolution.This study views the analysis through the lens of highly cited scientists'demographic metrics and policy implications,employing a range of approaches including bibliometrics,benchmarking,and data visualization to examine the Guangdong-Hong Kong-Macao Greater Bay Area's representation on global lists of highly cited scientists.The analysis primarily focuses on the distribution of personnel,talent mobility,key disciplines,and policy provisions.The findings reveal issues in the talent hub development of the Guangdong-Hong Kong-Macao Greater Bay Area,including uneven distribution and impeded mobility of high-level innovative talents,a scarcity of core scientific and technological innovators in certain crucial fields,a lack of versatile high-level professionals,and inadequate systematic policy integration.Accordingly,this paper recommends the establishment of a flexible talent mobility mechanism within the Greater Bay Area,the creation of an integrated talent support system encompassing science,education,industry,and talent,the development of a highlevel,full-cycle,echelon-style talent team,and the enhancement of a service-oriented talent assurance system.
