摘　　要：本文在分析联营体模式下海外EPC项目决策面临低效率与高风险挑战的基础上,探讨其有效决策机制的设计路径。结合某中东铁路EPC项目的实践案例,梳理项目决策机制实践过程中的关键问题与优化方法,以此为联营体模式下海外EPC项目管理决策提供有益参考。Based on the analysis of the challenges of inefficiency and high risk in decision-making for overseas EPC projects under the joint venture mode,this paper explores effective decision-making mechanisms.By examining a practical case of a railway EPC project in the Middle East,it identifies key issues and optimization methods in the project decision management process.This study aims to provide valuable insights for decision-making in the management of overseas EPC projects under the joint venture model.
