摘　　要：在前后历史阶段的生产力质态转型过程中,新质生产力的形成与演进表现为,由新型生产要素及其关联要素对生产力系统结构的重塑所引发的生产活动全场域的变革,即新质生产力本质上是由新型生产要素创新性配置其他要素而形成的最新科技产业化的产物。从技术变革和产业变革的总体趋势来判断,数据要素作为新型生产要素以及数字技术作为通用目的技术对生产力要素的质性改造效果显著,是引起主导技术体系变更,进而推动产业变革的覆盖性最强、影响力最广的关键变量。目前,以数据要素为根本、数字技术为核心的数字经济对生产力量态、质态等方面的解构和重构为新质生产力的形成提供充分条件和时代条件,以技术渗透、空间生产、生态增效机制赋能新质生产力发展。在未来的行动框架上,需继续增强数字经济的技术驱动效应、发掘产业聚集融合的新经济空间、释放数字经济的生态效能,筑牢新质生产力发展的数字化根基。In the process of qualitative transformation of productive forces in the previous and subsequent historical stages,the formation and evolution of new productive forces are manifested in the transformation of the entire field of productive activities triggered by the reshaping of the structure of the productive forces system by the new factors of production and their associated factors.That is,the new quality productivity is essentially the product of the latest technology industrialization formed by the innovative configuration of new production factors and other factors.Judging from the general trend of the current technological and industrial changes,the qualitative transformation of productivity factors by data elements as new production factors and digital technologies as general-purpose technologies has a significant effect,and it is the key variable with the strongest coverage and widest influence that causes changes in the dominant technological system,and then promotes industrial changes.At present,the deconstruction and reconstruction of the production force state and qualitative state of the digital economy with data elements as the root and digital technology as the core provide sufficient conditions and epochal conditions for the formation of the new quality productivity,and empower the new quality productivity with technological penetration,spatial production,and ecological synergy mechanisms.In the future action framework,it is necessary to further enhance the technology-driven effect of the digital economy,explore the new economic space for industrial aggregation and integration,and release the ecological efficiency of the digital economy,so as to build a solid digital foundation for the development of new quality productivity.
