摘  要:科学合理的薪酬分配体系对激发人才队伍活力,促进高校高质量发展具有重要作用。基于代表性高校的调研发现,高校薪酬分配以制度建设为根本、以分类评价为基础、以知识价值为导向、以评聘考核为抓手,多措并举推动薪酬体系建设和薪酬管理效能释放。但在薪酬分配实践中也面临政府间权责划分存在模糊地带、不同属性高校薪酬分配制度不统一、薪酬内部竞争和挤出效应明显等现实问题。需要合理划分政府间事权和支出责任,减少对高校薪酬分配制度的行政干预,加强省级政府的统筹能力,更好发挥薪酬的激励作用,为高等教育内涵式发展提供保障。A scientific remuneration distribution system plays an important role in stimulating the vitality of the talent team and promoting the high-quality development of universities.Based on the research of representative universities,it is found that the remuneration distribution system of universities is based on system construction,classified evaluation and knowledge-oriented assessment.Multiple measures are taken to promote the construction of the remuneration distribution system and release the effectiveness of remuneration management.However,there are some problems in the practice,such as the ambiguous division of authority and responsibility between governments,the diversify among universities with different attributes,and the internal competition and crowding-out effect.It is necessary to reasonably divide the authority and expenditure responsibility among governments,reduce the administrative intervention,strengthen the coordinating ability of the provincial government,and give better play to the incentive effect of remuneration,so as to provide guarantee for the connotative development of high education.
