摘　　要：学科国际话语权是知识生产、传播与运用的统一体,是学术共同体内权威构建、知识范式革新的关键,也是衡量国家文化软实力的标志性指标。民族文化塑造知识生产的认知框架,提供知识传播的符号和交流语境,构建知识阐释与实践运用模式,影响学科国际话语权的生成。越是民族的越是世界的,我们迫切需要推动“两个结合”,将中华民族优秀传统文化纳入到中国当代财政学科构建中。首先在知识生产上,可通过结构分析和语义建构揭示中国古代文本背后的隐含逻辑和思维模式,实现本土经验系统化与西方概念本土化。其次在知识传播上,学科教育应编撰本土的《中国财政学》教材,学术出版可引导中国传统理财智慧的理论化研究,学科论坛可通过议程设置、文化交流叙事等方法将中国智慧传播至更广泛的学术领域。最后在知识运用上,可构建基于中华优秀传统文化与当代治理经验的理论与实践框架,为人类社会财政改革提供中国样本与经验参考。The international discourse power of a discipline is a unified entity of knowledge production,dissemination and application.It is crucial for constructing authority and innovating knowledge paradigms within the academic community,and it serves as a benchmark indicator of a nation's cultural soft power.National culture shapes the cognitive framework of knowledge production,provides symbols and communication contexts for knowledge dissemination,and constructs models for knowledge interpretation and practical application,thereby influencing the formation of a discipline's international discourse power.The more national a discipline is,the more global it becomes.We urgently need to promote the“two combinations”by incorporating Chinese excellent traditional culture into the construction of contemporary Chinese fiscal discipline.Firstly,in terms of knowledge production,the implicit logic and thinking patterns behind Chinese ancient texts can be revealed through structural analysis and semantic construction,thus realizing the systematization of local experience and the localization of Western concepts.Secondly,in terms of knowledge dissemination,disciplinary education should compile local textbooks on Chinese Public Finance,academic publishing can guide the theoretical research of Chinese traditional financial wisdom,and disciplinary forums can spread Chinese wisdom to a broader academic field through agenda-setting and cultural exchange narratives.Finally,in terms of knowledge application,a theoretical and practical framework based on Chinese excellent traditional culture and contemporary governance experience can be constructed to provide Chinese samples and empirical references for fiscal reform in human society.
