高等教育国际化数字变革的国际经验与本土行动

摘　　要：数字技术的广泛运用为高等教育国际化提供了新的机遇和带来了新的挑战。高等教育国际化数字变革的主要动因包括数字全球化时代的兴起、信息技术的变革以及逆全球化与疫情带来的挑战。国际经验表明,各国主要从加强高等教育国际化数字变革的政策顶层设计,推动高等教育国际化数字变革的组织机构治理,将数字技术融入国际化课程教学,运用数字技术提升教师的跨文化意识与数字化能力,为学生参与跨境流动提供数字支持,以数字化技术赋能多元主体的高等教育国际合作等六个方面推动高等教育国际化的数字变革。回归本土视野,我国应制定实施高等教育国际化数字变革的战略与政策,加强高等教育国际化数字变革的机构设计,完善高等教育国际化数字变革的课程体系,提升高等教育国际化数字变革的教师数字素养,加强高等教育国际化数字变革的学生流动,推动高等教育国际化数字变革的国际合作。The widespread application of digital technology provides new opportunities and brings new challenges for the internationalization of higher education.The main drivers of digital transformation in the internationalization of higher education include the rise of the digital globalization era,the transformation of information technology,and the challenges brought about by anti globalization and the pandemic.International experience has shown that countries mainly promote the digital transformation of higher education internationalization from six aspects:strengthening the top-level design of policies for digital transformation of higher education internationalization,promoting organizational governance for digital transformation of higher education internationalization,integrating digital technology into international curriculum teaching,using digital technology to enhance teachers’cross-cultural awareness and digital capabilities,providing digital support for students to participate in cross-border flows,and empowering international cooperation in higher education through digital technology.Returning to the local perspective,China should formulate and implement strategies and policies for the digital transformation of higher education internationalization,strengthen institutional design for the digital transformation of higher education internationalization,improve the curriculum system for the digital transformation of higher education internationalization,enhance the digital literacy of teachers in the digital transformation of higher education internationalization,strengthen student mobility in the digital transformation of higher education internationalization,and promote international cooperation in the digital transformation of higher education internationalization.
