摘　　要：有效辩护是律师进行刑事办案绕不开的重要议题,辩护工作的基础要求和实质评价就是有效辩护。在庭审实质化的司法背景下,律师的有效辩护应落实于“公检法”三部门中、“侦诉审”三阶段的辩护工作中。因此,要对“三阶段”之一的侦查阶段中落实律师有效辩护的具体困难进行分析,寻找困难原因并提出从办案方式到制度倡议等方面的策略建议。Effective defense is an important issue that lawyers cannot get around in criminal case handling.The basic requirement and substantive evaluation of defense work is effective defense.Under the judicial background of substantive trial,effective defense of lawyers should be implemented in the public security organs,procuratorial organs and people's courts and the three stages of"investigation,prosecution and trial".Therefore,it is necessary to analyze the specific difficulties in the implementation of effective defense of lawyers in the investigation stage,which is one of the"three stages",find the reasons for the difficulties,and put forward strategic suggestions from the way of handling cases to the system initiative.
