数智化基础设施发展的服务业结构升级效应——基于“宽带中国”战略的准自然实验分析

摘　　要：基于我国271个城市样本数据,本文检验了数智化基础设施发展对服务业结构升级的影响效应及其内在机制。研究发现:整体层面,数智化基础设施发展对服务业结构升级能够产生显著的促进作用,体现在促进非技术密集型现代服务业的“量质提升”和技术密集型现代服务业的“增量”上,该种影响效应通过“规模扩大—效率提高—品质提升”的传导机制来实现,人力资本水平、政府治理能力和公共设施环境起到调节作用。因城市区位、规模和类型存在差异,数智化基础设施发展的服务业结构升级效应具有明显的异质性,体现在胡焕庸线东南部地区、非资源型地区和低要素配置水平城市的影响效应更显著。本文研究明确了数智化基础设施发展与服务业结构升级之间的规律性特征,对充分发挥数智化的优势,破解服务业结构升级滞后难题具有一定的启示。This paper investigates the impacts and underlying mechanisms of the development of digitalized infrastructure on the structural upgrading of the service industry,based on the sample of 271 cities in China.The study finds that the development of digitalized infrastructure has a significant positive impact on the structural upgrading of the service industry,which is reflected in the“quantity and quality improvement”of non-technology-intensive modern industries and the“incremental growth”of technology-intensive modern industries.This impact is achieved through the transmission mechanism of“scale expansion-efficiency improvement-quality improvement”,while human capital level,government governance capacity and public facility environment play a moderating role.Due to differences in urban location,scale and type,the structural upgrading effect of the development of digitalized infrastructure on the service industry has obvious heterogeneity,which is reflected in the more significant impact on cities in the southeast of Hu Line,non-resource regions and cities with low factor allocation levels.This study clarifies the regular characteristics between the development of digitalized infrastructure and the structural upgrading of the service industry,which provides some inspiration for giving full play to the advantages of digitalization and solving the problem of lagging structural upgrading of the service industry.
