摘　　要：战略性新兴产业集群韧性是产业链供应链现代化水平和安全水平的集中体现。链主企业作用、产业生态环境,以及融入全球价值链的深度影响产业集群韧性。采用进口集中度指标测算轨道交通装备产业集群和智能制造装备产业集群的韧性表明,智能制造装备产业集群的韧性要强于轨道交通装备产业集群。对于同一类新兴产业集群,中间品进口规模越大,进口结构越具有多样性和均衡性,韧性越强。建议从动态实施灵活产业政策、构建大中小企业融通发展的产业生态、构建创新生态体系和加大对外开放深度参与全球生产网络四个方面提升战略性新兴产业集群的韧性。The resilience of strategic emerging industrial clusters is a concentrated reflection of the modernization level and safety level of industrial chain and supply chain.The role of chain enterprises,industrial ecological environment,and the integration into the global value chain deeply affect the resilience of industrial clusters.Using HHI to calculate the resilience of the rail transit equipment industry cluster and the intelligent manufacturing equipment industry cluster,the result shows that the resilience of the intelligent manufacturing equipment industry cluster is stronger than that of the rail transit equipment industry cluster;the larger the scale of intermediate goods import,the more diverse and balanced the import structure of the industrial cluster,and the stronger its resilience.The resilience of strategic emerging industrial clusters can be improved from four aspects:dynamic implementation of flexible industrial policies,construction of industrial ecology for integrated development of large,small and medium-sized enterprises,construction of innovation ecosystem,and increasing opening-up and indepth participation in global production networks.
