数字公安建设过程中警企合作的优化研究——基于结构功能主义视角

摘　　要：在数字公安建设的总体进程中,寻求与企业进行合作是一项具有现实意义的探索。立足公安工作实践,借助结构功能主义理论,在AGIL模型框架下,对数字公安建设过程中的警企合作现状进行分析,能够识别出警企合作在适应、达鹄、整合、维模四个层面分别存在着现实问题。基于上述问题,警企合作需在明确警企权利义务关系、寻找警企双方利益交点、打破不合理信息壁垒、科学规制警企双方行为的基础上,确立科学责任承担机制,构建价值目标驱动体系,搭建数据信息共享平台,确保合作系统安全稳定,以此来优化警企合作,从而推动数字公安建设。In the overall process of digital public security construction,seeking cooperation with enterprises is an exploration with practical significance.Based on the practice of public security work,with the help of structural functionalism theory,and under the framework of AGIL model,this article analyzes the current situation of police-enterprise cooperation in the process of digital public security construction,and it is possible to identify the problems of police-enterprise cooperation in the four dimensions of AGIL:Adaptation,Goal attainment,Integration and Latency pattern maintenance.Based on the above problems,police-enterprise cooperation needs to establish a scientific responsibility mechanism,build a value-driven system,set up a data information sharing platform,and ensure the safety and stability of the cooperation system on the basis of clarifying the rights and obligations of the police and enterprises,finding the intersection of the interests of both parties,breaking down unreasonable information barriers,and scientifically regulating the behaviors of both parties.In this way,the police-enterprise cooperation can be optimized,thereby promoting the digital public security construction.
