摘 要:基于水环境、大气环境和地质环境3个维度,选择工业万元GDP废水排放量、空气质量优良天数占比、平均地下水埋深度等26个三级评价指标,通过相关性分析和主成分分析等定量方法进行评价指标筛选,构建涵盖城市污水日处理能力、空气质量综合指数、地面沉降速率等11个三级评级指标的雄安新区环境承载力评价指标体系,并运用模糊综合评价法对2014-2020年新区的环境承载力进行评价。结果表明:2014-2020年,雄安新区的环境承载力评价结果分别为0.219 7、0.211 8、0.216 0、0.240 7、0.266 7、0.340 4、0.428 4,年均增长率为11.77%,总体呈现上升趋势,主要是由于2017年后新区持续加大白洋淀水环境的治理力度,区域环境状况明显改善,环境承载力大幅提升。Based on the three dimensions of water environment,atmospheric environment and geological en-vironment,an evaluation index system of environmental carrying capacity in Xiong'an New Area was construc-ted containing 11 three-level evaluation indicators,such as daily sewage treatment capacity of the city,compre-hensive air quality index and rate of land subsidence selected from 26 evaluation indicators including industrial wastewater discharge per 10000 yuan GDP,proportion of days with good air quality and average groundwa-ter depth by quantitative methods of correlation analysis and principal component analysis.Fuzzy comprehensive evaluation method was used to evaluate the environmental carrying capacity in the new district from 2014 to 2020.The evaluation results showed that the environmental carrying capacity in Xiong'an New Area was 0.2197,0.2118,0.2160,0.2407,0.2667,0.3404 and 0.4284,respectively,from 2014 to 2020,with an average annual growth rate of 11.77%,showing an overall upward trend.This was mainly due to the continuous strengthening of water environment management in Baiyangdian Lake after 2017,which signifi-cantly improved the regional environment and greatly increased the environmental carrying capacity.
