摘　　要：在全面从严治党向纵深推进的关键阶段,高校院(系)两级管理体制的不断深化,以及院(系)党组织政治功能的充分发挥,对于高校全面贯彻党的教育方针、深化教育综合改革具有十分重要的意义。从厘清院(系)党组织政治功能的内涵界定入手,认真分析现状、提出问题、剖析原因,提出校级、院(系)级两个层面的有效路径,学校要理顺关系、配强班子、强化话语权、党政一体考核,院(系)要抓重大决策政治把关、党建与中心工作融合、主体责任落实、干部和人才队伍建设、思想政治与利益协调。At the critical stage of comprehensively and strictly governing the Party,with the continuous deepening of the two-level management system of colleges(departments),the full play of the political functions of the Party organizations of colleges(departments)is of great significance for colleges and universities to comprehensively implement the Party’s education policy and deepen the comprehensive reform of education.This paper starts with clarifying the connotation of the political functions of the college(department)Party organization,carefully analyzes the current situation,puts forward problems,analyzes the reasons,and proposes effective ways at the school level and the college(department)level.The school should straighten out the relationship,strengthen the team,strengthen the right to speak,and assess the integration of the Party and the government.The college(department)should be responsible for the major decision-making,the integration of the Party building and the central work,the implementation of the main responsibility,and the construction of the cadre and talent team and the coordination of ideology and politics and interests.
