摘 要:加拿大职业资格证书制度构建的悠久开发历史成为世界职业资格证书制度的典型代表。以加拿大红印章计划为例,通过分析能力标准、职业标准、教育培训标准和评估标准构建的职业资格证书制度,在总结呈现特征的基础上,提出我国职业资格证书制度改革的经验借鉴,即从理念和制度上重视和完善职业资格制度的开发、更新和构建;鼓励多元利益主体积极参与职业资格制度的制定和实施;完善职业资格证书认证体系,开展多样化的模拟和认证;建立多样化的职业资格制度开发方法,重视能力与需求的对接。The long development history of the construction of Canadian vocational qualification certificate system has become a typical representative of the world vocational qualification certificate system.Taking the Canadian Red Seal Plan as an example,through the analysis of the vocational qualification certificate system constructed by competency standards,vocational standards,education and training standards and evaluation standards,and on the basis of summarizing the characteristics,this paper puts forward the experience and reference for the reform of China’s vocational qualification certificate system,that is,to attach importance to and improve the development,renewal and construction of the vocational qualification system from the concept and system;encourage multiple stakeholders to actively participate in the formulation and implementation of the vocational qualification system;improve the vocational qualification certificate certification system,and carry out diversified simulation and certification;establish diversified development methods of the vocational qualification system,and attach importance to the docking of capabilities and needs.
