摘　　要：针对目前公路建设项目管理中建设、施工、监理单位定位不明、责任不清,未能形成协同、集约、高效的工程建设管理体系的问题,文章从管理体系中各方定位、责任与关系出发,基于系统观构建新的公路建设项目管理体系与共管共治的运行机制。新体系打破多年以来建设、监理、施工单位三方传统的稳定关系,有效地落实各方责任,实现高质量发展目标。通过在南沙至中山高速公路项目的实践应用证明了新体系的合理性,实现了公路工程治理改革。In this paper,a new highway construction project management system and a co-management operation mechanism have been constructed based on a systematic perspective in view of the problems of unclear positioning and unclear responsibility of proprietor,construction and supervision units in the management of highway construction projects,and the failure to form a coordinated,intensive and efficient engineering construction management system,starting from the positioning,responsibility and relationship of all parties in the management system.The new system has broken the traditional and stable relationship that have existed for many years among proprietor,supervision and construction units,effectively implemented the responsibilities of all parties,and achieved high-quality development goals.Through practical application in the Nansha-Zhongshan expressway project,it proves the rationality of the new system,and realizes the reform of highway engineering governance.
