摘　　要：为降低船舶系泊作业人员受伤风险和有效预防系泊操作事故,IMO通过了MSC.474(102)决议并修订了SOLAS公约相应条款,安全系泊要求成为公约强制要求。介绍SOLAS公约要求的修订情况,分析船舶系泊设备合理设计布置和选型要求,以及在船舶营运中对系泊设备进行检查和维护的要求,为安全系泊履约提供指导和参考。Aim to reduce the risk to mooring personnel and prevent the mooring operation accident,IMO has adopted the resolution MSC.474(102)and relevant regulations of SOLAS Convention were revised,thereafter,the requirement of safety mooring was mandatory requirement.The amendments of SOLAS Convention were introduced,the requirements of mooring arrangement design,equipment selection,the inspections and maintenance in ship service were discussed,provides guidance and reference for the implementation safety mooring requirements of ships and management companies.
