摘　　要：在民国开发边疆、改革边政的共识与努力下,从中央到地方,强化边疆行政管理,颁行政策法规,设立各级边疆行政机构,任用边地行政人员,着眼于推进边政建设与边疆开发的现代化。边政人选关系民心向背及国防外交,而云南地方政府在对边政人员的选拔任用、考绩奖惩、监督管理中既遵从中央政令,又具有鲜明的边地特色,经历了由地方自主向中央主导的转变,展现了边疆内地化进程中政治整合与统一下的融合关系与特点。With the consensus and efforts to develop border areas and reform border administration,the central and local governments of the Republic of China have strengthened the border administration,promulgated policies and regulations,set up border administrative agencies at all levels and appointed competent administrative personnel to carry forward the modernization of administration and development in border areas.The selection and appointment of border officials directly concerns the support from people as well as national defense and diplomatic relations.In this regard,the local government of Yunnan not only adhered to central government directives in selecting and appointing border administrative personnel,their rewards and punishments,and their supervision and management,but also demonstrated distinct characteristics shaped by the unique position as a frontier region.The shift from local autonomy to central leadership shows the unique features in the integration and unity in the process of political localization in border areas.
