“堵”还是“促”:无人驾驶的社会诉求与政策因应——以武汉“萝卜快跑”为例

摘　　要：基于对2531位武汉市民的问卷调研及百余名相关者的深度访谈,本文以“萝卜快跑”为例,深入剖析无人驾驶技术从构想走向现实的路径与策略。研究发现,无人驾驶技术的推广不仅具备社会广泛接纳的可行性,更是在多方博弈中展现出不可逆转的发展趋势。公众关注的焦点,精准地指向了推进城市规划的适配、就业转型的挑战、安全保障的需求以及利益格局的重塑等核心议题。基于此,本文提出了优化时序管理、把控无人驾驶推行节奏,托底百姓生计、强化失业人员转型保障,守护公众安全、提升交警协同治理效能,布局共赢格局、构建利益均衡生态体系等针对性政策回应。以期为无人驾驶技术的全面落地与推广提供强有力的政策指引与实践参考。Based on a questionnaire survey of 2,531 Wuhan citizens and in-depth interviews with over 100 stakeholders,this paper takes"Luobo Kuaipao"as a mirror to deeply analyze the path and strategies for autonomous driving technology to move from conception to reality.The research finds that the promotion of au⁃tonomous driving technology not only has the feasibility of widespread social acceptance but also demonstrates an irreversible development trend amidst multi-party interactions.The public's concerns are precisely focused on core issues such as the adaptability of urban planning,challenges in employment transformation,the de⁃mand for safety assurance,and the reshaping of the interest structure.Based on this,this paper innovatively proposes targeted policy responses,including optimizing timeline management to control the pace of autono⁃mous driving implementation,safeguarding people's livelihoods and strengthening the transformation support for the unemployed,safeguarding public safety and enhancing the collaborative governance capabilities of traf⁃fic police,and planning a win-win situation to build an interest-balanced ecosystem.It aims to provide strong policy guidance and practical reference for the comprehensive implementation and promotion of autonomous driving technology.
