检验检测机构实验室生物安全管理系统建设及完善对策

摘　　要：生物安全问题对人类健康、社会进步与国家安全构成了严重的威胁。为应对生物安全挑战,我国制定了《中华人民共和国生物安全法》。实验室生物安全作为生物安全的核心环节,其管理措施关键在于确保实验室作业安全并阻止生物威胁的扩散。本文基于南京市食品药品监督检验院管理经验,介绍了病原微生物实验室的生物安全管理策略。通过研究相关的法律法规和标准、制定生物安全政策与目标、构建生物安全组织结构以及编制生物安全管理文档,可以系统地进行实验室生物安全管理。此外,持续优化实验室生物安全管理措施,有助于减少生物安全风险,进而保障人员健康与社会公共安全的稳定。Biosafety issues pose a serious threat to human health,social development,and national security.In order to address biosafety issues,China has promulgated the Biosafety Law of the People’s Republic of China.Laboratory biosafety is an important component of biosafety,and laboratory biosafety management is an important measure to ensure laboratory safety and prevent biological hazards.Based on the management experience of Nanjing Institute for Food and Drug Control,this paper introduces the biosafety management strategy of pathogenic microbiology laboratory.To conduct systematic management of laboratory biosafety by studying relevant laws,regulations,and standards,establishing biosafety policies and objectives,establishing biosafety organizational structures,and writing biosafety related management documents.Moreover,by continuously improving the management of laboratory biosafety work,the occurrence of biosafety risks can be reduced,thereby protecting the health and safety of personnel,maintaining social stability and public safety.
