摘  要:荣誉教育是美国高校培养资优学生的主要方式。马萨诸塞州通过设立联邦荣誉项目,在州域公立高校体系内打造了全美首个荣誉教育组织网络。在组织形式上,包括联邦荣誉学院、荣誉学院和荣誉项目三种不同类型;在运行机制上,治理架构清晰,准入审批与动态评估过程严谨,考察程序及指标体系完善;在实践探索上,各实施主体从培养目标、选拔机制、课程设置、学位授予和资源支持等各方面均进行了有益的尝试。马萨诸塞州域公立高校荣誉教育组织网络的经验做法为更多旨在培养拔尖人才的国家和高校带来新的思考:构建区域内荣誉教育网络,有利于组织内多方主体充分发挥集成优势和协同效应;拓展实施主体的院校类型,为不同层次资优学生提供与其综合能力和发展定位相匹配的荣誉教育;强化项目的准入审批和动态评估,为推动荣誉教育的质量建设提供机制保障;健全多元化的资源投入机制,为资优学生的专业成长和心理支持等给予多方赋能。Honors education is the primary way for American colleges and universities to cultivate gifted students.Massachusetts,through the establishment of the Commonwealth Honors Program,has created the first organizational network of honors education within the state’s public higher education system.In organizational form,the program includes three different types:Commonwealth Honors College,Honors College,and Honors Program.For its operation mechanism,it has a clear governance structure,a rigorous process of approval and dynamic evaluation,and it also has comprehensive inspection procedures and criteria system.In practice,universities and colleges have made beneficial attempts in various aspects such as training objectives,selection mechanism,curriculum design,degree conferment,and resources support.The experience of the organizational network of honors education within the state’s public higher education system in Massachusetts offers new insights for more countries and institutions aiming to cultivate top-notch students:constructing a regional honors education network to fully leverage integrated advantages and synergy effects of multiple subjects within the organization;expanding the types of colleges and universities to provide different levels of gifted students with honors education matched to their comprehensive abilities and developmental positioning;strengthening the access approval and dynamic evaluation of the program to provide a mechanism guarantee for promoting the quality construction of honors education;and establishing a diversified resource investment mechanism to provide multi-party empowerment for the professional growth and psychological support of gifted students.
