摘 要:近年来,葡萄牙成人教育取得迅速发展,通过一系列成人教育现代化发展政策与数字化教育转型,实现成人教育参与率的大幅提高。然而,葡萄牙成人教育仍在教育政策、教育管理、教育理念及教育经费四个方面受到挑战。为此,葡萄牙探索创新举措,如建立资质提升中心;实施技能认可、验证和认证程序;开展教育与职业双重培训认证,以及开设独特、灵活的成人教育培训课程;实施“2025数字化就业计划”。葡萄牙成人教育的发展经验对于我国具有一定的启发意义:开放办学形式,打破传统教育模式的束缚;完善资历认证,加强资历框架建设;以成人学习者为中心,优化课程设置。In recent years,adult education in Portugal has achieved a rapid development and a significant increase in the participation rate through a series of adult education modernization policies and the digital education transformation.However,adult education in Portugal still faces challenges in four aspects:education policy,effective management,education concepts,and education funds.In this context,the Portuguese government is committed to exploring innovative initiatives,including the Qualification Centers,the recognition,validation and certification of competences(RVCC),the unique and flexible adult education and training courses(EFA)with dual certification(academic and vocational),as well as the“Digital Jobs 2025”program.Portugal’s experience in the development of adult education has certain inspirations for China:diversifying the forms of adult learning by breaking the constraints of traditional education models;improving the recognition and certification of adult learning and strengthening the construction of qualification framework;optimizing the curriculum with its focus on adult learners.
