摘 要:教育是阻断贫困代际传递的根本之策,教育扶贫是新中国成立初期和改革开放初期脱贫攻坚的强劲支撑,也是后精准扶贫时代我国贫困治理战略的需要。新中国教育扶贫政策经历了萌芽阶段、奠基阶段、发展阶段、壮大阶段和成熟阶段,呈现出教育扶贫内容丰富化、主体社会化、对象精准化、方式多元化等特征。今后,教育扶贫政策的发展与完善应以人民为中心,贯彻以人为本原则;调动社会力量,构建多元主体格局;保障教育资源,持续加大经费投入;优化政策结构,构建动态政策体系;完善监督体系,确保政府公平公正。Education is the fundamental policy to block the intergenerational transmission of poverty.Poverty alleviation through education is a strong support for poverty alleviation in the early years of the founding of China and the early years of reform and opening up,and it is also the need of China’s poverty governance strategy in the post-precision poverty alleviation era.The policy of poverty alleviation through education in New China has undergone the periods of embryo,foundation,development,expansion and matureness,presenting the characteristics of richness of contents,socialization of subjects,precision of objects,and diversification of methods.In the future,poverty alleviation through education should be people-centered and stick to the principle of people-orientedness,construct the structure with diversified subjects by mobilizing all social forces,guarantee the educational resources and continue to increase the funding,optimize the policy structure and build a dynamic policy system,and improve the supervision system and guarantee the fairness and justice in government.
