基于事故风险分析的医院病案科应急预案的探讨

摘　　要：病案科应急预案适用范围是发生电脑网络系统被非法入侵、火灾等事故时的应急救援工作,预案编制目的是高效有序开展抢险救援,尽快恢复工作秩序,工作原则是以人为本、人与病案兼顾、统一领导,科室现场应急指挥职责是负责与医院应急总指挥联系、组织实施预案。病案科存在网络信息安全、火灾、浸水、触电、失窃、治安及地震等七种事故风险,应对这些风险事故的主要应急措施包括:对网络病毒险情采取隔离网络或隔离中毒计算机措施,对火灾险情采取灭火、排除有毒烟气、转移受威胁病案等措施,对漏水浸水险情需要切断来水并尽快将水淹病案干燥处理,对失窃及治安险情需要及早报告医院及报警。事故善后工作主要是恢复病案信息数据、稳定员工情绪、恢复正常工作秩序。应急预案附则列明应急通讯具体联系方式、科室备用钥匙存放地点、应急疏散通道、伤员急救方法等。科室定期组织员工学习应急预案、定期演练预案内容及适时修改完善预案。The scope of application of the emergency plan for the medical record department is the emergency rescue work in case of accidents such as illegal intrusion of computer network systems,fires,etc.The purpose of the emergency plan is to efficiently and orderly carry out emergency rescue and restore work order as soon as possible.The working principle is people-oriented,balancing human safety and medical record safety,and unified leadership.The on-site emergency command is responsible for contacting the hospital's emergency commander and organizing the implementation of the emergency plan.There are seven types of accident risks in the medical record department,including network information security,fire,flooding,electric shock,theft,public security,and earthquakes.The main emergency measures to deal with these risk accidents include:isolating the network or isolating infected computers in case of network virus risks,extinguishing fires,eliminating toxic smoke and transferring threatened medical records in case of fire hazards,cutting off the incoming water and drying the flooded medical records as soon as possible for the water leakage and immersion,early reporting to the hospital and the police for theft and security.The post accident work mainly is to restore medical record information data,stabilize employee emotions,and restore normal work order.The contact information for emergency communication,location of department emergency keys,emergency evacuation routes,first aid methods for injured personnel,etc.are listed in the form of emergency plan annex.The department regularly organizes employees to learn the emergency plan,conduct regular drills on the content of the plan,and timely modify and improve the plan.
