共同富裕视域下边疆地区特色产业富民路径研究

摘　　要：共同富裕的基础是持续的经济增长。继完成脱贫攻坚、小康社会之后,在推进共同富裕的中国式现代化新征程上同样要“一个地区、一个民族不能少”。中国边疆地区由于教育、经济、科技基础薄弱,区位边缘、内生动力不足,以及民族弱势等异质性因素叠加,成为推进中国式现代化建设,实现共享发展、共同富裕的突出短板和关键着力点。边疆特色产业可在市场化、包容性、数字化和文化品牌赋能等机制下实现共同富裕的高质量发展,特色产业富民路径包括通过创新东西部对口帮扶提升特色产业竞争力,扎实推进“民企进疆”,适应市场“生态康养”转型,推进“生态富民”,创新“多、快、好、省”的“制度型”开放,促进“边贸富民”,以及文化赋能边疆乡村旅游,推进“文化富民”。The basis of common prosperity for all is sustained economic growth.Following the accomplishment of the poverty alleviation campaign and a moderately prosperous society,it is equally important that"no region or ethnic group should be left behind"on Chinese path to modernization with the advancement of common prosperity for all.Due to multiple heterogeneity factors such as weak foundation in education,economy,science and technology,marginal location,insufficient endogenous power,as well as vulnerable status in development,China's border areas have become a noticeable weak spot,hence the key focus point for promoting Chinese path to modernization and realizing shared development and common prosperity for all.Local signature industries in border areas will achieve high-quality development under the mechanism such as marketization,inclusiveness,digitization,and cultural brand empowerment.The path of enriching the people through local signature industries can also be achieved through the innovative pairing support between eastern China and western China to enhance the competitiveness of local signature industries,the solid promotion of"private enterprises entering the border areas",the transformation of"ecological healthcare"adaptive to the market,the advancement of"ecological enrichment",the innovation in the institutional openness of"being wider,faster,better,and more efficient",as well as the promotion of"border trade enrichment",cultural empowerment of rural tourism in border areas,and"culturalenrichment".
