摘 要:油田企业机关(以下简称“油田机关”)是中国石化上游板块各油田的枢纽,迫切需要培养一批高素质专业化干部人才队伍。各油田高度重视机关干部人才培养工作,均已建设形成了较为成熟的机关队伍体系,但依然存在队伍结构、能力素质等问题,一定程度上限制了机关职能作用发挥。针对存在的问题,本文从全链条培养的角度,创新提出构建机关干部人才“三优三化”特色培养模式,为广大油田机关进一步做好干部人才培养工作提供了有益指引参考。The administrative departments of oilfield enterprises(hereinafter referred to as“oilfield administrations”)are the hubs of SINOPEC’s upstream sectors,urgently needing the cultivation of a high-quality,specialized cadre talent team.Although each oilfield has established a relatively mature administrative team system,issues such as team structure and competency still exist,somewhat limiting the role of administrative functions.Addressing these issues,this paper innovatively proposes constructing a“Three Excellence and Three Transformations”specialized training model for administrative cadres from a full-chain cultivation perspective,providing valuable guidance for further enhancing the cadre talent training in oilfield administrations.
