摘 要:围绕南水北调中线工程受水区生态效益评估,针对林地、绿地、湿地、水域以及地下水等生态系统,构建了南水北调中线工程受水区生态效益评价指标体系,提出了易于操作实施的南水北调中线工程生态效益评估方法。对南水北调中线一期工程受水区以行政区进行划分,分别评估了北京、天津、河南11县(市)和河北6县(市)在南水北调通水后前4个调水年度由南水北调工程调水产生的生态效益价值。结果显示:受水区新增水域生态效益占比最大,达到48.46%;不同受水区单方水创造的生态效益价值不同,2015—2018年北京、天津、河南、河北由南水北调调水带来的生态效益价值比大致为1∶1.7∶1∶3.2。研究成果可为南水北调中线工程受水区生态用水计划的制定提供参考,为进一步探索工程生态效益发挥途径、受水区生态环境修复与保护、南水北调工程生态补偿等研究提供支撑。In this paper we assessed the ecological benefit of the South-to-North Water Diversion Project to its water-receiving areas.Focusing on forest land,green spaces,wetlands,surface water and groundwater ecosystems,we constructed a system of evaluation indexes for the ecological benefits and propose an easy-tooperate method for assessing the ecological benefits.Based on the administrative division of the water-receiving areas of phase I of the middle route of South-to-North Water Diversion Project,we evaluated the values of ecological benefits,generated by the project’s water transfer in Beijing,Tianjin,11 counties and cities in Henan Province,and 6 counties and cities in Hebei Province.The assessment covers the first four years following the initiation of water transfer.Results reveal that newly generated surface water areas represent the largest proportion of ecological benefits,reaching 48.46%.Eco-benefit values per square meter vary across different receiving areas,with the ratio of ecological benefits to Beijing,Tianjin,Henan and Hebei roughly as 1∶1.7∶1∶3.2 in 2015-2018.This study serves as a reference for the formulation of ecological water use plans in the project’s receiving areas and supports further explorations on the approaches of the project’s ecological benefits,eco-environmental restoration and protection,and ecological compensation for the South-to-North Water Diversion Project.
