摘  要:以云南省抚仙湖区为例,旨在探索“湖城一体”的环湖区域发展新模式。规划遵循“四水四定”的原则,以水环境承载力为核心计算生态容量,以环境容量确定环湖城镇的人口和建设用地总量,通过多因子叠加划定城市发展边界,并构建动态监测系统。以水生态水安全底线为基础,采用流域协同、发展边界划定(UGB)、基础设施引领开发(IOD)、纵深垂直开发等规划方法划定重点发展区域,谋划了“湖城一体”的城乡空间格局,以及生态保护、产业发展和城乡空间等方面的多重策略,为同类型高原湖泊的空间规划项目提供可借鉴的方向和路径。Taking the Fuxian Lake area in Yunnan Province as an example,this paper aims to explore a new model for integrated lake-city development in lake regions.The planning follows the principle of"FourWaters and Four Determinations",with the water environment carrying capacity at its core to calculate ecological capacity.Environmental capacity is used to determine the total population and construction land area around the lake.Urban development boundaries are delineated through multi-factor overlay analysis,and a dynamic monitoring system is established.Based on the baseline of water ecology and water safety,planning methods such as watershed coordination,Urban Growth Boundary(UGB),Infrastructure Oriented Development(IOD),and deep vertical development are used to delineate key development areas.The study devises an integrated urban-rural spatial pattern for lake-city integration,along with multiple strategies for ecological protection,industrial development,and urban-rural spatial planning.It provides a reference direction and path for spatial planning projects of similar plateau lakes.
