摘  要:加强基层教学组织建设是推动高等教育高质量发展的基础。在对高校基层教学组织主要职责梳理的基础上,提出了新时代高校基层教学组织建设的基本理念:学生中心、产出导向、科教融合、协同育人、服务地方、持续改进。以教研室为研究对象,运用实地调查数据,从职能认知、工作条件与设施建设、成员稳定性、参与活动、作用评价及体现、面临难题等方面对基层教学组织建设现实特征进行展示。提出了基层教学组织建设的建议,包括明确基层教学组织职能定位、建立动态科学的考核激励机制和保障机制、提升基层教学组织工作条件和凝聚力。Strengthening the construction of basic teaching organizations is the foundation for promoting the high-quality development of higher education.On the basis of sorting out the responsibilities of basic teaching organizations in colleges and universities,this paper puts forward the fundamental ideas of the construction of basic teaching organizations in colleges and universities in the new era,which are student-centeredness,outputorientation,integration of science and education,collaborative education,serving locality and continuous improvement.Taking the teaching and research section as the research object,the paper uses the field survey data to demonstrate the realistic characteristics of the construction of basic teaching organizations from the aspects of functional cognition,working conditions and facility construction,personnel stability,participation activities,function evaluation and embodiment and main difficulties.Finally,this paper puts forward some suggestions on the construction of basic teaching organizations,which include clarifying the functional positioning of basic teaching organizations,establishing dynamic and scientific assessment incentive mechanism and guarantee mechanism,improving working conditions and cohesion of basic teaching organizations.
