合和致远:和美乡村建设的逻辑、图景、难点及实现路径

摘　　要：党的二十大首次提出“建设宜居宜业和美乡村”,将其作为全面推进乡村振兴的重要任务之一。准确阐释和美乡村的内涵是未来一定时期内国内乡村建设稳步推进的关键。文章以历时性和系统化思维解读“建设宜居宜业和美乡村”的实践逻辑,指出其根植于中华传统“合和”文化,是中国式现代化进程中符合时代发展规律和实现乡村现代化的必然选择,是进入新世纪以来,继社会主义新农村建设、美丽乡村建设、生态宜居美丽乡村建设之后,国家主导推动的中国乡村建设的第四阶段。文章从“建设宜居宜业和美乡村”的发展价值导向出发,提出“和于时代、和于自然、和于城乡、和于近邻、和于百业、和于乡党”六维并举的理想图景;分析图景实现过程中的现实难点,包括如何处理好现代化与乡土性、差序化与公平性、动态化与稳定性、个体化与公共性关系;进而探索“建设宜居宜业和美乡村”的或然进路,提出既要理顺相关体制机制,也要把握实践的重点任务。The Twentieth Party Congress proposed for the first time"building a beautiful and harmonious countryside that is desirable to live and work in"as one of the important tasks in the comprehensive promotion of rural revitalization.Accurately interpreting the connotation of a harmonious and beautiful countryside is the key to the steady progress of rural construction in China in the coming period.This paper interprets the practical logic of"building a beautiful and harmonious countryside that is desirable to live and work in"with a diachronic and systematic mindset,pointing out that it is rooted in the traditional Chinese culture of"harmony",an inevitable choice in the process of Chinese modernization in conformity with the laws of development of the times and the realization of modernization of the countryside,and is one of the most important tasks for the comprehensive promotion of rural revitalization since the beginning of the new century.Since the new century,following the construction of new socialist countryside,beautiful countryside,and ecologically livable and beautiful countryside,it has been the fourth stage of China's countryside construction,led and promoted by the state.Starting from the development value orientation of"building a beautiful and harmonious countryside that is desirable to live and work in",this paper proposes a six-dimensional due landscape of"harmony with the times,harmony with nature,harmony with urban-rural relations,harmony with neighboring villages,harmony with industry,and harmony with villagers"and analyzes the practical difficulties in the implementation process of the landscape,including how to deal with the relationship between modernization and vernacularity,differentiation and fairness,dynamism and stability,individualization and publicness.Furthermore,this paper explores a contingent approach to the"building a beautiful and harmonious countryside that is desirable to live and work in"and proposes that it is necessary to rationalize the relevant institutional mechanisms as we
