美国数字经济的发展经验及启示——以江苏省为例

摘　　要：江苏作为我国数字经济发展水平相对发达的地区,数字经济发展已取得了较显著的成效,但在数字核心技术研发和创新水平、高端人才储备和培养、数据开放程度等方面还存在明显不足,亟待进一步借鉴先进国家和地区的经验。作为数字经济强国,美国数字经济发展水平稳居世界首位,研究并借鉴其数字经济的发展经验,进而将其应用于江苏及我国其他地区数字经济发展实践,既有利于江苏更好地贯彻落实中央关于发展数字经济的战略部署,将江苏早日建成为我国数字经济创新发展的新高地,也有利于进一步提升江苏和我国其他地区数字经济的发展实力和国内外竞争力。本文基于江苏省数字经济发展现状及问题,借鉴美国经验推动数字经济发展需围绕数据技术和应用创新、数字基础设施建设、数字化人才引培、数字贸易领域中国规则制定、数字经济领域开放合作深入等方面发力。Jiangsu,as one of the more developed regions in China's digital economy,has made significant progress in this field.However,there are still notable shortcomings in areas such as the development and innovation of core digital technologies,the cultivation and reserve of high-end talent,and the level of data openness.These gaps urgently require learning from the experiences of advanced countries and regions.As a global leader in digital economy development,the U.S.ranks first in the world,and studying and adopting its practices can be applied to Jiangsu and other regions in China to enhance digital economic growth.This approach will help Jiangsu better implement the central government’s strategy for digital economy development,positioning the province as a new hub for digital innovation.Moreover,it will strengthen the competitive edge of Jiangsu and other areas of China both domestically and internationally.Based on the current state and challenges of Jiangsu's digital economy,lessons from the U.S.should focus on innovation in data technologies and applications,building digital infrastructure,cultivating and attracting digital talent,establishing Chinese standards in digital trade,and deepening cooperation and openness in the digital economy.
