摘 要:习近平总书记在党的二十大报告提出终身教育和铸牢中华民族共同体意识两大重要概念。铸牢中华民族共同体意识与终身教育并不是彼此孤立,而是具有良好的联动逻辑。铸牢中华民族共同体意识赋予终身教育综合育人深刻内涵;终身教育的全民性、终身化实现铸牢中华民族共同体意识的长效性和全覆盖。终身教育法的制定应当站在中华民族伟大复兴的宏观高度,以教育法法典化为契机,以地方性终身教育条例为基础,融入铸牢中华民族共同体意识的具体内容。终身教育法应采用总则加分则的体例结构,在重点条文中融入铸牢中华民族共同体意识内容,持续推进终身教育中的铸牢中华民族共同体意识教育。General Secretary Xi Jinping proposed two significant concepts in the report of the 20th National Congress:lifelong education and the strengthening of the consciousness of the Chinese national community.These concepts are not isolated from each other but are linked by a robust logical relationship.The strengthening of consciousness imbues lifelong education with profound comprehensive educational connotations;the universal and lifelong nature of lifelong education ensures the comprehensive coverage and long-term effectiveness of the strengthening of consciousness.The formulation of the Lifelong Education Law should be situated at the macro level of the great rejuvenation of the Chinese nation,taking advantage of the codification of educational laws,and based on local regulations of lifelong education laws,incorporating specific content of consciousness-strengthening education.The Lifelong Education Law should adopt a structure of general provisions plus special provisions,integrating the content of strengthening consciousness into key articles,and continuously advancing strengthening consciousness education within lifelong education.
